閩臺創(chuàng)新型人才開發(fā)合作研究
圍繞大三通、ECFA及《福建中長期人才發(fā)展規(guī)劃綱要(2010-2020年)》等背景,以福建和臺灣作為有機整體加以考察,研究兩地的人才結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu),以及結(jié)構(gòu)間的作用規(guī)律,探索閩臺創(chuàng)新型人才合作實現(xiàn)資源和要素優(yōu)化配置的途徑、方式和特點,揭示閩臺創(chuàng)新型人才開發(fā)合作發(fā)展規(guī)律的新層次。主要內(nèi)容包括閩臺創(chuàng)新型人才開發(fā)現(xiàn)狀分析,閩臺創(chuàng)新型人才開發(fā)體系構(gòu)建研究,閩臺創(chuàng)新型人才開發(fā)合作模式研究,閩臺創(chuàng)新型人才培育的協(xié)同創(chuàng)新機制與運行機制研究,加強區(qū)域內(nèi)人才合作與區(qū)域外人才引進的建議等。
近年來,伴隨著經(jīng)濟全球化、人才國際化、區(qū)域經(jīng)濟一體化的進程,區(qū)域人才開發(fā)合作日漸受到各級政府及相關(guān)組織的重視。閩臺兩地一水之隔,閩臺進行人才開發(fā)合作是必然的。華僑大學(xué)博導(dǎo)向前教授從理論的角度對國內(nèi)外有關(guān)創(chuàng)新型人才內(nèi)涵及創(chuàng)新型人才培養(yǎng)的文獻研究做出認真的梳理和總結(jié),對創(chuàng)新型人才的概念和特征進行界定,全面客觀地分析創(chuàng)新型人才在閩臺兩地經(jīng)濟發(fā)展中的重要地位。通過對閩臺兩地創(chuàng)新型人才現(xiàn)狀及創(chuàng)新型人才開發(fā)合作現(xiàn)狀的分析,探索目前閩臺創(chuàng)新型人才開發(fā)合作存在的主要問題及面臨的實際挑戰(zhàn),研究閩臺創(chuàng)新型人才開發(fā)合作環(huán)境、構(gòu)建閩臺創(chuàng)新型人才開發(fā)合作體系、創(chuàng)建閩臺創(chuàng)新型人才開發(fā)合作模式、探討閩臺創(chuàng)新型人才開發(fā)合作機制等為將來我國區(qū)域合作培養(yǎng)創(chuàng)新型人才相前理論研究提供借鑒。 張向前,字退之,男,1976年6月生,福建仙游人,教授,博士生導(dǎo)師,主要從事人才與宏觀經(jīng)濟戰(zhàn)略、東方管理等研究。曾獲國立華僑大學(xué)工學(xué)法學(xué)雙學(xué)士、經(jīng)濟學(xué)碩士、西安交通大學(xué)管理學(xué)博士學(xué)位,廈門大學(xué)教育學(xué)博士后出站,F(xiàn)任中共華僑大學(xué)黨委委員、華僑大學(xué)發(fā)展規(guī)劃處處長、華僑大學(xué)學(xué)科建設(shè)辦主任、華僑大學(xué)人力資源管理研究中心主任。兼任律師、中國軟科學(xué)研究會理事、政府勞動仲裁委員會委員、福建省青聯(lián)委員、泉州市青聯(lián)副主席等職。主持中國亞太經(jīng)合組織合作基金項目1項、國家十三五科學(xué)和技術(shù)發(fā)展規(guī)劃前期研究重大課題1項、國家社會科學(xué)基金項目3項、省部級科研項目30余項,出版《人才戰(zhàn)略與中華經(jīng)濟研究》等專著24部,發(fā)表論文100余篇,SCI\EI檢索40余篇。獲國家人事部授予全國人事人才科研優(yōu)秀成果一等獎等政府科研成果獎30余項。又獲首批全國高校黃大年式教師團隊、國家教育部霍英東教育基金會高等院校青年教師獎、國際管理學(xué)會杰出人力資源管理獎、福建省優(yōu)秀青年社會科學(xué)專家、福建青年五四獎?wù)碌葮s譽稱號。
